      A) El procedimiento de adjudicación se articulará en 2 fases( Fase 1: criterios cuantificables mediante juicio de valor; fase 2: criterios cuantificables mediante aplicación de fórmulas).

      Puntuación mínima a obtener para superar la fase I del procedimiento: Para continuar en el procedimiento de selección será necesario haber obtenido una puntuación mínima total en la primera fase de 30 puntos. No obstante, en el caso de que no existan al menos 3 empresas que obtengan dicha puntuación mínima, pasarán a la siguiente fase de selección todas las empresas que hayan obtenido como mínimo 25 puntos en la primera fase.

      2. Lodging of appeals
         

         El recurso especial se deberá interponer en el plazo de 15 días hábiles, que se contarán:

         — Con carácter general a partir del día siguiente a aquél en que se remita el acto impugnado.

         — Cuando el recurso se interponga contra el contenido de los Pliegos y demás documentos contractuales, el cómputo se iniciará a partir del día siguiente a aquel en que los mismos hayan sido recibidos o puestos a disposición de los licitadores o candidatos para su conocimiento conforme se dispone en el Art. 158 del Trlcsp.

         — Cuando se interponga contra actos de trámite adoptados en el procedimiento de adjudicación o contra un acto resultante de la aplicación del procedimiento negociado sin publicidad, el cómputo se iniciará a partir del día siguiente a aquel en que se haya tenido conocimiento de la posible infracción.

         — Cuando se interponga contra el anuncio de licitación, el plazo comenzará a contarse a partir del día siguiente al de publicación.
